Trump Signs USMCA, Paving Way for Job Market Boom

“President Trump signed the historic United States-Mexico-Canada Agreement, replacing the Clinton-era North American Free Trade Agreement that he called a ‘disaster.’ The USMCA, which is the biggest trade deal of all-time, covers more than $1.3 trillion of commerce,” Jonathan Garber reports.The USMCA requires 75 percent of automobile components be manufactured in the United States, Canada or Mexico in order to avoid tariffs. By 2023, some 40 to 45 percent of automobile parts must be made by workers who earn at least $16 an hour.

The agreement is expected to create 80,000 new jobs tied to the auto industry and bring in up to $30 billion of new investment in the sector. The pact will also open new markets for American wheat, poultry and eggs, among other things.”This is a colossal victory for our farmers and ranchers,” Trump said at the signing ceremony. “Everybody said this was a deal that could not be done,” he added, “but we got it done.”

Once fully implemented, the USMCA is expected to lift U.S. gross domestic product by as many as 1.2 percentage points and create up to 589,000 jobs, according to the International Trade Commission.

After the trade deal was approved by the Senate on Jan. 16, by a vote of 89 to 10, Sen. Charles Grassley, R-Iowa, hailed it as a “major achievement for President Trump and a very big win for the American people.”The signing of the USMCA comes nearly two weeks after Trump inked an initial trade deal with China. Combined, the two agreements encompass more than $2 trillion worth of trade and could add as much as 1.7 percentage points to U.S. economic growth. The U.S. economy expanded at a 2.1 percent pace in the three months through September.

The foundation for our vision is a two-state solution and mutual recognition. It calls for the creation of an internationally recognized state of Palestine that is connected, independent and comparable in size to the entire West Bank and Gaza today.

The plan addresses the status of Jerusalem, taking into account the historic connection of Jews and Muslims to that city. The ancient Jewish capital in Jerusalem will remain united under Israel. The future state of Palestine will have a capital, including parts of East Jerusalem east of the security barrier.

Our vision maintains the status quo at the Temple Mount/Haram al-Sharif in Jerusalem, preserving the special and historic role of the King of Jordan, while dramatically improving access.

The vision supports a just settlement for Palestinian refugees without jeopardizing the national character of Israel. If implemented, the plan will ensure Palestinian refugees have the choice to return to the state of Palestine, integrate in the countries where they currently reside, or resettle in a third country other than Israel.

Our plan does not ask Israel to take additional security risks. Rather, we have outlined a mechanism that will allow Israel to reduce its security footprint in the West Bank over time while maintaining overriding security responsibility.

Our plan economically empowers the Palestinians, while helping fully integrate Israel into the region. It includes a historic $50 billion economic package for the Palestinians and other measures designed to ensure Palestinian businesses can compete freely and fairly in the global economy.

Most critically, these are not just ideas on paper with no basis for implementation.This is a pivotal moment. We can choose to work together now to build on this unprecedented opportunity or return to the same old talking points and positions that lead us to where we are today. Palestinians may have issues with aspects of this plan. But to address them, they should identify the areas they would like to improve and agree to negotiate with Israel. Failure to do so would be to miss an opportunity which may never come again.

President Trump, Vice President Mike Pence, Attorney General William Barr, and Adviser to the President Ivanka Trump discussed ways to combat human trafficking at a White House Summit yesterday. “The first daughter confirmed a Wednesday report during the summit that President Trump will soon be proposing a $42 million budget increase for 2021 to support victims and efforts to prosecute criminals who take part in human trafficking,” Audrey Conklin reports.

“We are resolved, and we are relentless in the fight to hold perpetrators accountable and restore dignity for victims,” the first daughter said during the summit. “This administration has fought and will continue to fight this crime and ensure that survivors can access the services they need.”

Human trafficking is “believed to be” one of the largest-scale crimes in the world, with “24.9 million people” trapped by human traffickers who make more than “$150 billion” in annual profit for the industry, Ivanka Trump said, adding that there are no demographic limitations to human trafficking, which exploits society’s most vulnerable populations like women and children.

“I signed nine pieces of legislation into law that directly prevent human trafficking, and we’re just getting started,” President Trump said.

The first daughter also brought up the fact that President Trump has signed various anti-trafficking bills throughout his term in office, including the Trafficking Victims Protection Reauthorization Act of 2017, The Abolish Human Trafficking Act of 2017, the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018 and the Trafficking Victims Protection Act of 2017.

“Skeptics of President Donald Trump’s bold way of negotiating trade ate a bit of crow this month. That includes this Iowa senator. I’m not a big fan of tariffs. So, when the president imposed tariffs as leverage in world trade talks, I was skeptical. [Yet] President Trump has succeeded in securing two major trade agreements that are good for America and good for Iowa,” Sen. Chuck Grassley (R-IA) writes.

This phase one agreement commits China to purchase $32 billion worth of agricultural products over the next two years. This is also welcome news for Iowa farmers hard hit by natural disasters, including flooding that’s caused prevented planting, in addition to a five-year stretch of low commodity prices. It brings much-needed certainty for farmers and lenders as they make decisions for the coming season.

On Wednesday, President Trump will take another well-deserved victory lap at the White House to sign the new U.S.-Mexico-Canada (USMCA) agreement. The agreement updates and improves the North American Free Trade Agreement (NAFTA) enacted a quarter-century ago.

Canada and Mexico are Iowa’s two biggest customers and trade partners. The renegotiated trilateral trade pact keeps in place crucial duty-free access to these markets that have served as a bread and butter export market for Iowa, reaching $6.6 billion in 2018. For Iowa pork producers, it keeps intact the vital market in Mexico, the largest market for U.S. pork. It’s a big deal for the factory workers whose paychecks relied on $1.7 billion in machinery exports and the farmers and workers whose food products and commodities reached $2.4 billion with Canada and Mexico just in 2018 alone. The modernized USMCA means bigger and better paydays lie ahead.

As chairman of the Senate Finance Committee, which has primary jurisdiction over trade policy, I worked across the aisle with Sens. Ron Wyden and Sherrod Brown in the Senate and with Democratic leaders in the U.S. House of Representatives to get USMCA across the finish line. Unfortunately, partisanship threw unnecessary sand in the legislative gears for an entire year.

The overwhelming 89-10 bipartisan vote in the U.S. Senate reflects the outstanding work of the Trump administration’s trade team to negotiate a stronger and more modern trade agreement for the United States and our neighbors in North America. The endorsements by the U.S. Chamber of Commerce and the AFL-CIO also reflect the broad coalition and underscores why this is a good deal for Americans of all walks of life. By all accounts, the USMCA will drive the economy forward, grow wages and raise standards of living for American workers, families and consumers.
